going in the weather world. >> you guys are laughing about the day. did you see the banner? it said january 3, 2012 on it. let's get to your weather forecast. temperatures right now in the upper 20s and low 30s. should be a decent day for us though. we are still dealing with all this cloud cover and rain shower activity south and east of us. this will remain south and east although some of that cloud cover kind of spilling up into the region as we speak. a few clouds to start your day. generally sunshine today and chilly. high temperatures only expected to be about 40 degrees later today. right now, we're cold and we're cold areawide. even now at reagan national, the temperature dipped to 31 degrees. dulles and bwi marshall, both in the upper 20s. should be a sunny but chilly afternoon with high temperatures about 40 and the dry streak continues near the end of the week. more details on that weather forecast in just a moment. back to you. >> thank you, tucker.

taking a look at our top stories, students and teachers return to the chas room today less than three weeks after the tragic shooting at sandy hook elementary. yesterday, moving trucks brought in the furniture around supplies from sandy hook and families got a chaps to see the inside. the school superintendent says the new building has been renamed sandy hook. the secretary of state is resting at home this morning. hillary clinton left a new york hospital yesterday, three days after doctors found a blood clot in her head. they discovered it in a follow- up exam for a concussion mrs. clinton suffered after fainting last month. the 113th congress will be sworn in today. on tap for lawmakers, taking care of what was left undone in the new fiscal cliff bill that. includes a delay in defense cuts put off until march. president obama synd the new fiscal cliff legislation last night extending tax cuts for millions of americans but raising income taxes on

it will be quite complicated for your morning drive. i strongly suggest you leave early, pick up connecticut avenue or depending on where you need to travel from, there is also the option of taking the beltway at river road. southbound 355 wisconsin avenue remains closed off south of bradley but before you reach willard. 66 not so busy. looking good from 123 to the capital beltway. light traffic volume there. 395 open for business as you continue out to the 14th street bridge. that's a check of your fox 5 on-time traffic. traffic. thank you very much. action on capitol hill is once again our big story this morning. 113th congress will be sworn in today. the new congress will bring with it some historic changes. >> the senate will remain in democratic control but there will now be a record number of women, 20 including an all- female delegation from new hampshire. there will also be more than vaicial difters at this and the fewest number of veterans in congress since world war ii. despite a deal being reached on the fiscal cliff by the 112th

congress, the new congress still has a lot of work in store including taking up a vote on an aid package for superstorm sandy relief. -- there will also be more racial diversity. >> congress is expected to vote on a $9 billion flood insurance package tomorrow and vote on the remaining part on the 15th. the dow soared more than 300 points yesterday. that is more than any trading day in all of 2012 where every stock that lost, 10 gained on the new york stock exchange. the nasdaq add 93 points and

the gains continued in hong kong and europe. later today, d.c.'s delegate to congress is going to demand that the house restore d.c.'s right to vote in the committee of the whole that. would let delegate eleanor holmes norton vote on many matters on the house floor but not on final legislation. delegate norton was granted the right to vote in the committee of the whole in the early '90s but it was later taken away by the republicans. now, classes resume this morning for students and teachers at sandy hook elementary school. this comes less than three weeks after that deadly shooting at the school. classes will now be held in a former middle school just down the road from the shooting scene in the town of monroe. last night, par incidents were invited to an open house of the new school. newtown school's superintendent announced the new school will be renamed sandy hook elementary. the d.c. leaders will hold

we are hearing from d.c. fire officials about a big problem they that'sed on new year's eve. more than 100 firefighters called out sick. at least 11 ambulances went on staff and supervisors were forced to ask for help from prince george's county. >> one man died waiting for an ambulance and a stabbing victim was transported to the hospital on a fire truck. paul wagner has the story. >> reporter: the firefighters union is denying there was any kind of a coordinated sickout and says the problem new year's eve could have been averted had the department staffed up like it has in recent years. ed smith, the president of the

union, says the department is choosing cost cutting over public safety, a claim the fire chief denies. if you call for an ambulance in the district of columbia new year's eve, you were likely left waiting for quite some time. multiple sources with internal department documents to back it up say ambulance crews were in constant motion crisscrossing the city trying to keep up with the demand. on lang place northeast, fire engine 30 transporteded a stabbing victim to the hospital because an ambulance wasn't available. it is highly unusual for a patient to be transported on a fire truck. at this house on 44th place southeast, it took 40 minutes for an ambulance to arrive from prince george's county for a man in cardiac arrest. a relative says the man later died. chief kenneth ellerbe declined to point any fingers over the large number of firefighters calling out sick but admitted it was highly unusual. >> today, we have 26 people off sick. but it could be that members

waited because they have an option to use sick leave three times a year without going to the clinic. it is called our minor ill innocence program and new year's eve, it could be a lot of folk just wanted to be off or they were sick. >> reporter: chief ellerbe described the man shower shortage as a challenge rather than a crisis and says he attempted to find replacements ask the deputy mayor for public say at this to waive the cap on overtime that prevents some firefighters from working extra hours. >> my understanding is he talked to the mayor and phil mendelsohn and there was an understanding that if we needed to relax the cap, we would need it for this instance. only two members decided to take advantage of it so it doesn't make sense to talk about those things. >> reporter: the chief says when the department went looking for extra help on new year's eve, 48 out of 50 firefighters turned the department down. it is no secret the firefighters union and the fire chief have been at odds. it was just bay year ago a room full of firefighters turned their backs on the chief and

walked out of a state of the department speech he had just given. in 2010, the district put a law into place limiting the number of overtime hours a firefighter can work, a law the union would like to see overturned. one other note. fox 5 has obtained an internal document showing on new year's eve, the department was looking for staffing for five medic units and eight ambulances for a total of 13 units, not the 11 we were originally told. in the fox 5 newsroom, i'm paul wagner. when we come back, we'll talk about justin bieber. he is calling for action in the response to the death of a photographer killed just moments after trying to take pictures. of the superstar's car. also ahead, brangelina finally makes it official maybe. there are reports that the two have tied the knot. we'll delve more into that story coming up. >> all right. it is cold out. temperatures in the 20s and low 30s. another chilly day with

welcome back on this thursday, friday eve. >> first friday of 2013. >> it will be. this is the first thursday of 2013. a live look over washington, d.c. right now. another cold start to your day. kind of an identical twin to yesterday, basically, right? >> the only change is we've got cooler terms temperatures early this morning. if you are going to do the early morning jog, i know you're big on that, sarah, going for that run. >> right before i come in. >> it is amazing the people i see running. >> i was running today. from the parking lot. >> he was out of breath. >> it will be a chilly start with high temperatures only about 40 so make sure you are ready for a winter day. only made it to 40 at reagan national. dulles, 38 degrees. bwi marshall, 37. we have to go all the way back to 2010 the last time we failed to get above freezing for

daytime high temperature. you can see we did it again yesterday although we'll come close here over the next couple of days. parts of the area won't get above mid-30s. 31 in washington. annapolis, 31 degrees. leonardtown reported a temperature of 30. off to the north and west, we are falling back well into the 20s. 23 in winchester. 24 in hagerstown. very chilly temperatures. remember, it is not even 5:00 a.m. so these temperatures will like l.a. fall a few more degrees before sunrise during the 7:00 hour. not a lot to show you. we do have showers and stormy's to our south. you have to get down into the carolinas, down towards georgia, they're getting some pretty good rain this morning. we are on the northern edge of that. getting a little bit of cloud cover. otherwise, the clouds should push to the east here and just like yesterday, after a little bit of early cloudiness, we'll trend towards more sunshine. sunny skies today. cool afternoon. high temperature, 40 degrees. just like yesterday, winds here out of the west at five to 10.

commute for those traveling from the capital beltway headed southbound through bethesda. you may want to think about alternate routes which include connecticut avenue. 395 still in good shape in both ine headed north from duke street up to the 14th street bridge. that's a check of your fox 5 on-time traffic. e traffic. >> thank you. justin bieber is speaking out about the tram you can death of a photographer hit by a car and killed after taking pictures of the singer's sports car. >> the pop star says he hopes new laws can prevent similar tragedies. >> reporter: justin bieber no, sir stranger to head lines. this time it is not for his hairstyle, music or love life. a photographer has died after trying to capture an image of the pop star.

chris garrrow was struck and killed by a vehicle along a los angeles highway on tuesday after snapping photographs of a white ferrari registered to bieber. police pulled over the pop star's car giving the photographer a chance to snap what he hoped would be a money making shot. of his police asked him to move away, he was struck and killed trying to cross traffic. >> some people will say another crazy kid trying to make some money. >> reporter: bieber was in the in the car at the time. of his being driven by a friend. the pop star has released a statement regarding the incident saying, quote, hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives of celebrities, police officers, innocent public bystanders and the photographers themselves. a 69-year-old woman was driving the vehicle that struck the photographer. police say she is not believed to be at fault for the accident

her home and barred her from repeating the accusations. you know what in the d.c. region is still buzzing over the redskins march to the playoffs and this weekend's first round match-up against the seahawks. >> possible no one wants the skins to win more than d.c. mayor vincent gray. that is because he has agreed to a bet with the mayor of seattle. the mayor of the losing city must fly the victor's flag at city hall. both men talked about the bet last night with brian bolter on the news at 11:00. >> from my perspective, it is a way of us being able it once again communicate that this is a city that is taxed without representation so if we are fortunate enough to be able to win the flag that seattle will fly will say no taxation without representation. >> it is nice to be able to stand up for d.c. citizens an help them way political cause. it will be awful nice to see that seattle flag flying in d.c. >> friendery wager there.
